Working towards increased respect for health-care services by weapon bearers

A) Objectives of the pledge:

Considering Resolutions 5 of the 31st, and Resolution 4 of the 32nd International Conference of the Red Cross and the Red Crescent, the signatories of this pledge aim to work towards specific integration of practical measures to protect the wounded and the sick and health-care services in the doctrine, training and operational practices of weapon bearers.

B) Action plan:

  • Engage weapon bearers on security risks experienced by the wounded and the sick and health care providers.
  • Identify and address gaps in military doctrine and practice with respect to safeguarding health services.
  • Implement/support the implementation of practical measures to increase the protection of healthcare in military doctrine and operational practices, including:
    • Ensuring the speedy passage of medical transport at checkpoints;
    • Ensuring that search operations conducted in health-care facilities will not endanger their protection nor disrupt their functioning;
    • Ensuring that appropriate precautionary measures are adopted when conducting military operations near health-care facilities or in case health-care facilities have lost their protection.
  • Engage actors who support partners on the integration of practical measures for the protection of health-care providers in doctrine and operational practices.

C) Indicators for measuring progress:

  • Number and type of dissemination sessions carried out
  • Gap analysis conducted, and plan of action developed to address the gaps.
  • Number and type of practical measures increasing the protection of healthcare adopted
