Strengthening efforts towards nuclear disarmament

A) Objectives of the pledge:

Reiterating the concern about the catastrophic humanitarian and environmental consequences resulting from any use of nuclear weapons, and the lack of any adequate humanitarian response in such event,

Expressing deep concern about the spread of the alarming rhetoric on the threat to use nuclear weapons, against the backdrop of the current deteriorated international security environment and, particularly, the resurgence of international armed conflicts,

Welcoming the entry into force of the Treaty on the Prohibition of Nuclear Weapons (TPNW) in January 2021 as a significant milestone towards nuclear disarmament,

Highlighting the continued relevance of other reinforcing instruments of international law that seek to achieve the goal of a world free of nuclear weapons, including the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and regional treaties establishing nuclear-weapon-free-zones,

Stressing the need for States and RCRC Movement components to cooperate in a spirit of mutual confidence and good faith to achieve such goal, as provided for in the 2022-2027 Action Plan on the Non-Use, Prohibition and Elimination of Nuclear Weapons adopted by the Council of Delegates through the resolution “Working towards the elimination of nuclear weapons: 2022-2027 action plan” in June 2022 (CD/22/R7),

We pledge to undertake the following actions by the year 2028:

B) Action plan:

  • Advocate for the universalization and full implementation of the TPNW; and, for States who are not in a position to join such Treaty in the near term, to cooperate with States Parties to the TPNW on issues of common relevance such as environmental remediation and victims’ assistance;
  • Promote the universalization and full implementation of the NPT, the CTBT and, as applicable, the regional treaties establishing nuclear-weapon-free-zones;
  • Continue engaging and cooperating, as applicable, with the respective Governments and parliamentarians to ensure that nuclear weapons are never used again;
  • Carry out, as applicable, internal trainings for volunteers and continue raising awareness among the general public on the catastrophic humanitarian and environmental consequences of any use of nuclear weapons, including through the use of digital tools (e.g. podcasts, blogs, escape rooms, VR simulations, interactive exhibits, etc.);
  • Carry out dissemination activities on issues relating to nuclear weapons and the threat they represent, reaching out specifically to the young generations (e.g. informative sessions in high-schools);
  • Organize a national/international event, including in collaboration with other Movement components and/or institutional partners, scientific experts, academics, to promote a better understanding of the humanitarian, environmental and development implications of any use of nuclear weapons and stimulate a collective commitment towards a world free of their threat.

C) Indicators for measuring progress:

  • Number of awareness-raising activities carried out at the national level;
  • Number of digital tools developed or used for dissemination activities;
  • Number of volunteers trained;
  • Number of students/schools involved in/reached out to for dissemination activities;
  • Number of partners and participants in the national/international event.
