Explanation:
The Ministry of Environmental Protection and Natural Resources of Ukraine has approved regulations that define the functional subsystems for ensuring the liquidation and registration of environmental consequences of international armed conflict. The Ministry has created a working group to eliminate the consequences of the tragedy at the Kakhovka Hydroelectric Power Plant. Meetings of scientific councils have also been held.
The International Working Group on the Environmental Consequences of War – a high-level group set up at the initiative of the President of Ukraine – drew up and presented in Kyiv on 9 February 2024 the Environmental Compact for Ukraine, a plan of measures to address the environmental damage Ukraine has suffered as a result of the armed aggression.
The interagency working group, created under the authority of the Prime Minister of Ukraine, comprises representatives of the Office of the President of Ukraine, the Office of the Prosecutor General, the Ministry of Internal Affairs, the Ministry of Reintegration, the Ministry of Health, the Ministry of Energy, the Ministry of Economy, the Ministry of Agriculture, the Ministry of Finance, the Ministry of Defense, the Ministry of Justice, State Nuclear Regulation. It has been tasked with implementing the Environmental Compact for Ukraine.
In order to implement the Action Plan, it is planned to involve 28 ministries, other central executive bodies, institutions and organizations of Ukraine, namely the Office of the Prosecutor General of Ukraine, Security Service of Ukraine, National Academy of Sciences of Ukraine, Ministry of Defense, Ministry of Economy, Ministry of Internal Affairs, Ministry of Energy, Ministry of Infrastructure, Ministry of Justice, Ministry of Finance, Ministry of Agrarian Policy, Ministry of Foreign Affairs, Ministry of Reintegration, Ministry of Health, Government Commissioner for Gender Policy, Government Office for the Coordination of European and Euro-Atlantic Integration of Ukraine, State Emergency Service, State Statistics Service, National Police of Ukraine, State Environmental Inspection, State Nuclear Regulatory Commission, State Forestry Agency, State Water Agency, State Judicial Administration of Ukraine, State Geocadastre, National School of Courts of Ukraine, Prosecutor`s Training Center, Mine Action Center. The Ministry of Environment has been designated as the lead implementing agency for 21 measures out of 66.

The Ministry of Environmental Protection and Natural Resources of Ukraine, in collaboration with various NGOs and international organizations, including the United Nations Environment Programme, and environmental conventions, has elaborated several projects aimed at enhancing the implementation of the action plan for recovery of the territory affected by the destruction of the Kakhovka Dam.

The full-scale invasion of Ukraine has brought unprecedented and long-lasting challenges to the environment and has impacted damage assessment, preventing efforts to improve the situation. Ukraine has been experiencing a lack of material support for both national parks and the necessary equipment. Ukraine has also faced a lack of capacity to eliminate the environmental consequences of the war, including in addressing the destruction of the Kakhovka Dam and demining, with a third of Ukraine`s territory being contaminated with landmines and other explosive ordnance.
