Report on – 33rd IC Resolution 2: Addressing mental health and psychosocial needs of people affected by armed conflicts, natural disasters and other emergencies (33IC/19/R2) – Belarus Red Cross

    Explanation:

    In order to implement the Resolution Belarus Red Cross has done the following:

    1.The Belarus Red Cross has developed and approved by the Presidium the Regulation “On the organization of psychosocial support activity”. The Regulation defines the procedure for the organization of psychosocial support in Belarus Red Cross, including defunding the purpose and main tasks, the way of providing assistance, organization of events, training of staff and volunteers of Belarus Red Cross in psychosocial support skills.

    2.The descriptions of job for staff who are responsible for providing PSS were updated in order to bring them in compliance with the requirements of the Regulation.

    3.In November 2023, the manual “Psychosocial Support in Crisis and Emergency Situations. The experience of the Belarus Red Cross” was published. It reflects the experience of the NS in psychosocial support to different categories of beneficiaries, forms of psychosocial support, and particularities of psychological first aid.

    4.A number of webinars were organized for PSS specialists to apply the norms of the Regulation in practice and to provide PSS to target groups.

    5.In order to implement the norms of the Regulation in practice, a number of trainings on PSS were conducted for staff, volunteers, for chairmen of the district BRC Branches on supportive communication by phone, on skills of effective interaction with the Red Cross beneficiaries.

    6.As part of the response to migration crises, PSS support to migrants and refugees arriving on the territory of the Republic of Belarus were provided on regular basis.

    Examples of cooperation:

    With the cooperation of partner organizations, the Belarus Red Cross conducted number of online  trainings for staff and volunteers on the provision of PSS services and experience exhange.

    Partnerships with other humanitarian actors have been created or enhanced
    Training and capacity of staff and volunteers has increased (for National Societies)

    Details about the impact:

    The National Society’s PSS activities have become more effective and efficient. Training and potential of staff and volunteers have improved.

    The implementation of new training methods has allowed the Belarus Red Cross to improve the quality of PSS trainings, to increase the number of people trained in PSS and, therefore, involved in the support during crisis situations.

  5. Have the commitments contained in this resolution had an impact on the communities that your State/National Society/Institution serves?

    Yes

    Description of the impact:

    Implementation of the Resolution norms in practice will contribute to the strengthening of local communities, whose members are volunteers of the Belarus Red Cross, as the level of their training will increase and the possibility to provide PSS to beneficiaries will expand without attracting additional resources of NGOs.
