Explanation:
La France a adopté la loi de programmation relative au développement solidaire et à la lutte contre les inégalités mondiales du 4 août 2021. Cette loi prévoit une aide publique au développement concentrée sur des secteurs prioritaires que sont notamment le climat, l’égalité femmes-hommes, le traitement des crises et fragilités, l’accès aux droits, la santé, l’éducation, la sécurité alimentaire et la gestion de l’eau.
À travers la Stratégie humanitaire de la République Française 2023-2027, l’Etat s’engage sur les enjeux humanitaires liés aux catastrophes climatiques.
Cela s’articule au moyen de deux axes principaux :
- La préparation, l’anticipation et la prévention des catastrophes.
- La réduction des émissions de gaz à effet de serre, l’empreinte sur l’environnement et la biodiversité générées par l’action humanitaire et l’adoption de pratiques écoresponsables
Ces objectifs comprennent un accroissement de la résilience des populations et la mise en œuvre de garanties sécuritaires, de sureté de prévention des risques. La France s’attache également au développement des mécanismes financiers de contingence avec ses principaux partenaires.

La France a publié en mai 2023 son bilan de mi-parcours de la mise en œuvre du Cadre de Sendai pour la réduction des risques de catastrophe (2015-2030) en marge du point d’étape organisé par l’Assemblée générale des Nations Unies à New-York.
La France finance l’action anticipatoire du PAM, via le compte d’intervention immédiate (8 M€ en 2023). En 2022, plus de 3 millions de personnes ont été protégées des impacts du changement climatique grâce aux programmes d’action anticipatoire du PAM.
