Report on pledge – Increasing access to health services for prisoners in an equitable and quality manner

Actions taken:

The Department of Medical Services, Ministry of Public Health has been supporting Correctional Hospitals under the Ministry of Justice to provide appropriate and quality services for detainees, promote access to specialized medical services and build capacity of Department of Correction’s personnel and prisoner health volunteers. For instance, between 2020-2023, more than 200 staffs were trained on a wide range of medical intervention and health services, including acute life support, rehabilitation medicine, care for detainees with handicaps, and palliative care. During the same period, 2,128 detainees received medical consultations and 1,741 cases were referred to specialized hospitals.

Furthermore, the Department of Mental Health, Ministry of Public Health, in collaboration with the Department of Corrections, Ministry of Justice, strives to ensure that mental health services are available to all detainees. This includes annual mental checkups, mental treatment by interdisciplinary team, and provisions of telepsychiatry, clinical treatment and case referral if needed.
