Mobilization and action through regional and domestic key-stakeholders coordination, to enhance access to health and ensure protection of health care staff, facilities and transport

A) Objectives of the pledge:

Considering Resolutions 5 of the 31st, and Resolution 4 of the 32nd International Conference of the Red Cross and the Red Crescent, the signatories of this pledge aim to undertake concrete efforts to build and strengthen partnerships, coordination and advocacy with relevant stakeholders at regional and domestic levels, to provide an improved contextual understanding of the challenges to the safe delivery of healthcare and to identify measures to respond to those challenges, thereby contributing to health system’s resilience and respect from the general public.

B) Action plan:

  • Establish (or activate already existing) networks to identify local and regional priorities and work pragmatically towards ensuring safe delivery of healthcare, but also proper monitoring of the incidents via data collection and research work;
  • Implement actions that can enhance resilience of health systems against disruptive violence, with development of legal discussions to fill protection gaps and trainings to enhance preparedness of healthcare personnel, medical transport and facilities to deal with situations of violence;
  • Promote respect for healthcare providers and services from the general public through behavioral change campaigns, engagement with opinion-makers and dissemination of ethical principles among healthcare personnel.

C) Indicators for measuring progress:

  • Number and type of active networks working to address challenges to safe provision of healthcare;
  • Number and type of initiatives implemented to promote resilience to health systems in face of violence by those networks;
