Themes of the 2019 Council of Delegates

  • Accountability and integrity

    Accountability and integrity are fundamental to effective, principled humanitarian work. With that in mind, the Movement has been working to strengthen its position in several areas of its policy and programmes that are key to its accountability and integrity.
    These efforts can be seen in some of the resolutions adopted by the 2019 Council of Delegates, and the topics discussed.
    –  Resolution 1, “Movement-wide commitments for community engagement and accountability”
    –  Resolution 2, “Statement on integrity of the International Red Cross and Red Crescent Movement”
    –  Resolution 3, “Movement approach to strengthening National Society statutory and constitutional base and complementary frameworks such as the Volunteer Charter”
    –  Strengthening civil–military relations for disaster management
  • Addressing needs and vulnerabilities

    One of the core areas of the Movement’s work is meeting the needs of people and communities affected by conflict, disasters and other emergencies, and addressing the factors that put them at risk of not being able to meet their needs in the first place. Those needs and risk factors are constantly changing, which is why we, as a Movement, need to have policies and strategies that ensure that our work is effective and reflects the realities on the ground. In the lead-up to the 2019 Council of Delegates, momentum was built in four key areas, leading to resolutions being adopted:
    –  Resolution 5, “International Red Cross and Red Crescent Movement policy on addressing mental health and psychosocial needs”
    – Resolution 6, “Restoring Family Links: Strategy for the International Red Cross and Red Crescent Movement 2020–2025”
    –   Resolution 7, “Strengthening implementation of the Movement Policy on Internal Displacement: Ten years on”
    –  Resolution 9, “Strengthening Movement Coordination and Cooperation (SMCC 2.0)”
