Strenthening legal frameworks for disaster response, risk reduction and first aid

A) Objectives of the pledge:

In accordance with the pledges and resolutions adopted by the Lao Red Cross and Government of Lao PDR at previous International Conferences of the Red Cross Red Crescent; considering the new Sendai Framework for Disaster Risk Reduction (SFDRR), which outlines the need to develop, strengthen and implement legal frameworks for disaster risk reduction and response at the national and local levels; and acknowledging all of the significant progress undertaken on disaster law in Lao PDR, including the ongoing development of a new disaster and climate change law:

Lao Red Cross and the Government of Lao PDR hereby jointly pledge:

    • To cooperate in ensuring effective development and implementation of domestic laws and policies relevant to emergency and disaster risk management, including working together to draft the new law on disasters and climate change;

 

    • To provide our support to other countries, National Societies and humanitarian partners in our region that are interested in assessing and strengthening their laws on emergency and disaster risk management.

 

Accelerating progress in the facilitation and regulation of international disaster response (IDRL):

    • To cooperate with other stakeholders in developing, reviewing and strengthening our laws and procedures for managing international disaster response, drawing on the “Guidelines for the domestic facilitation and regulation of international disaster relief and initial recovery assistance” (IDRL Guidelines), including as part of the new disaster and climate change law in Lao PDR.

 

    • To support peer to peer learning on IDRL at the regional and global level;

 

    • To cooperate in disseminating information about the most valuable contributions in the event of major disasters and to discourage unnecessary or inappropriate in-kind donations;

 

    • To support and participate in the relevant national forums or inter-agency mechanisms to plan for the facilitation and regulation of international disaster response.

 

 Strengthening laws for disaster risk reduction (DRR):

    • To use the “Checklist on law and disaster risk reduction” to assess and improve our legal framework for disaster risk reduction, including during the development of the new disaster and climate change law.

 

    • To cooperate in developing and / or implementing relevant laws and policies to empower communities and vulnerable people to participate in decision-making about disaster risk management activities.

 

Providing supportive legal framework for saving lives through first aid:

    • To cooperate in promoting widespread first-aid training of appropriate quality;

 

    • To cooperate in identifying steps to reduce potential concerns of citizens about liability or legal complications related to providing first aid.
