A) Objectives of the pledge:
In times where the majority of humanitarian financing goes to protracted crises and where humanitarian needs by far exceed available funding , it is essential to make use of the available financial means in the most efficient and effective manner. Successful work of all members of the Red Cross and Red Crescent Movement highly depends on reliable funding behavior by donors.
With the objectives to allow for longer-term planning aiming at strategic outcomes and to avoid breaks in funding streams, for the years 2015-2019, we hereby pledge to grant funding to the Red Cross and Red Crescent Movement in a predictable, timely and persistent manner.
This includes

- striving for substantial early funding at the beginning of a budgetary year.

- multi-year funding of humanitarian programs in protracted situations.

- timely and automated funding of humanitarian preparedness measures based on scientific forecasts of extreme weather events (Forecast based financing).
